I'm a Texan so I'll speak from that perspective.
You may know how hard some of us work to get our kids into college.

Houston Independent School District (HISD) had several "low-performing" high schools. Many of those happened to be in black neighborhoods.
Students at other schools were battling to be in the top tenth percentile at really competitive high schools. Some of these positions were decided by one one-hundredth of a point. Students were falling into the top 11% - 20% range with "A" averages. Thus, missing out on Texas' guaranteed college admissions.
The parent's solution:
Transfer a "high performing" student to a predominantly black high school the summer before senior year.
Our students were gliding along; just doing enough to get by in many cases. They were going to graduate in the top 10% easily. Suddenly our students found themselves knocked out of the automatic admissions rank by transfer students.
I went to one of these high school's graduations. The black students were sitting in the audience. The honor students on the stage were majority Hispanic and White. There weren't many White or Hispanic students in the audience.
Many of these black students had been on track to be honor graduates and they had a comfortable lead over their peers. They showed up for senior year and it was all over. You can't improve a GPA significantly enough in two semesters.
The Hispanics have a plan and they are unified in it. They ARE moving into our old neighborhoods and renovating. We haven't started working to unite yet. (It's not looking good for the "home team.")
