Mayors Caught in the Middle of Federal Immigration Enforcement

Transcript: Mayors Eileen Higgins, David Holt, Quinton Lucas and Mark Freeman on "Face the Nation with Margaret Brennan," Feb. 1, 2026As the country grapples with the complexities of immigration enforcement, mayors across the nation are finding themselves caught in a delicate balancing act. With federal policies pushing for stricter measures, local leaders are struggling to protect their residents while remaining compliant with federal law.

A Century of Immigration Enforcement
Mayor Holt of Minneapolis pointed out that immigration laws have been enforced in the country for over a century. He noted that ICE has been around for two decades and that previous administrations, including the Trump administration, did not see the level of chaos currently experienced in cities like Minneapolis. The mayor emphasized that there are ways to competently enforce immigration laws without causing such turmoil.

The Supremacy Clause: A Double-Edged Sword
Mayor Holt explained that mayors are caught between their duty to protect residents and the federal government's authority. He noted that when federal law enforcement enters a city, local authorities must be subservient to federal law. This creates tension between enforcing federal policies and protecting local communities.

A Call for Discretion and Restraint
The mayor urged the federal government to use discretion and restraint when exercising its authority. He emphasized that this approach has worked for over 250 years, allowing mayors to manage inherent tensions between state and federal powers. Mayor Holt believes that a pivot back to a more balanced strategy is necessary to address the current crisis.

Collaboration Between State and Federal Agencies
Margaret Brennan pointed out that some states, like Oklahoma, have successfully collaborated with ICE on enforcement efforts. However, Mayor Holt clarified that this collaboration involves a state agency, not local law enforcement. He noted that while there may be working relationships between state and federal agencies, tensions remain due to the current climate.

As the nation continues to grapple with immigration enforcement, mayors are finding themselves at the forefront of this complex issue. With a delicate balance between protecting residents and complying with federal law, local leaders are calling for discretion and restraint from the federal government. By working together and prioritizing community safety, it is possible to find a solution that addresses the needs of both state and federal authorities.
