Did the school uses direct Laboure to evacuate the waste or contracted a waste disposal agent to do so? if indeed the school uses direct Laboure to disposed off the waste in a wrong place, then they deserve the punishment as no one is above the law. But if the school contracted a waste disposal agent to evacuate the refuse, then, the government should punish the agent and not the school as the school do not have control of the operations of the contractor.
