The House of Reformation and Instruction for Colored Children, a state-run institution that operated from 1870 to the mid-20th century, was a place where boys were forced to work in conditions similar to those on plantations. Despite the end of slavery, the institution continued to perpetuate forced labor systems, with children being leased out to white families for manual labor. Researchers believe that many of these children died due to overwork, malnutrition, untreated illnesses, and physical abuse.

A Burial Ground 'Similar to a Crime Scene'
The burial site, located near Cheltenham Veterans Cemetery, contains approximately 100 cinderblock markers that researchers believe mark the graves of children who died in state custody. Tyrone Walker, a former inmate at Cheltenham, described the area as 'a crime scene' and expressed shock that such a site existed just across the fence from his own living quarters.

A Legacy of Silence and Secrecy
Official death records listed causes such as tuberculosis, pneumonia, and exhaustion between 1877 and 1939. However, researchers believe that many of these deaths were not accurately recorded due to the institution's culture of silence and secrecy. Volunteer researcher Rosie Clark questioned the accuracy of official records, stating that 'if a child was beaten to death, they are not going to say it on the death certificate.'

A Call for Accountability
In response to this disturbing discovery, Maryland lawmakers have introduced legislation to establish a commission to create a full public accounting of the children who died at the House of Reformation. The commission must submit a final report to the Governor and General Assembly by December 31, 2029. This move is seen as a crucial step towards acknowledging the past injustices and ensuring that such atrocities are never repeated.
